Is dressing like this being immodest?
Aoa. is it against modesty if a 2 year old girl is dressed up in shorts and sleeveless shirt during hot weather?

As parents, it is our duty to instill the correct values and etiquette in our kids. The habits that we train them with will ultimately become part of their nature. If we teach them modesty and bashfulness from a very young age, they will grow up with these qualities. If we train them to be covered in hot weather, they will not find it difficult to cover themselves fully, even in scorching heat. Hence it is best that you try from now or atleast from the age of three to cover her when going out, so that later in life she herself will feel uncomfortable with wearing revealing clothes.
